There are a lot of multispeed cameras out there. You might want to think about getting one.

Is your Camera Reg8 or Super8? For the most part the majority of cameras were consumer grade and stuck on 18FPS, some allow you to go to 24FPS. But if the camera does not have a switch to change speeds you are stuck.

...unless you take your camera apart and
extract the speed regulator, and physically alter it to slow it down or speed it up.
Dont blame me if it never works again though.
How about putting flat (ish) batterys in it,
and seeing if it runs slowly?

as far as i know the motor's are designed to run at full speed even if the batteries are depleted

Right it's like an all or nothing situation, 18fps or no fps, but do you think then that i could edit my film in a manner that would make it look like i undercranked (or filmed at a much slower speed) ???? I could edit out a frame here and a frame there, and make it look like that right??

I recently made a short film using old black and white film, it was designed to look like an old scratchy under/over cranked 1930's film.
My projector has a speed knob on it, so I can speed up or slow down the action.
You could try that, it might work as well as splicing out frames. Although the Projector never really went quite fast enough for that jittery action that it sounds like you are after.
